Mr. Van Houtan is a decorated United States Navy veteran, who served three tours of duty in Vietnam.

Mr. Van Houtan is alum of Golden West College, Huntington Beach, CA. (1973-1979) and the University of California at Fullerton, Fullerton, CA.  (1979-1980)

Mr. Van Houtan has over 33 years of Transit and Transit Maintenance experience.  He began his career with the Los Angeles Rapid Transit District, now the Los Angeles Metropolitan Transit Authority. (1973-1981) He worked his way up through the ranks to management, learning and achieving proficiency on all levels in the area of transit coach maintenance. Prepared work schedules and assignments, worked with the Transportation Department in solving problems thus increasing the daily operations effectiveness in meeting operational need

Mr. Van Houtan then relocated to the Spokane, Washington area.  There he had a distinguished career with the Spokane Transit Authority starting in 1993.  He retired from the STA in (2003)

In 2003 Mr. Van Houtan began his new career, as a Transit Maintenance Consultant He has been a trainer for Washington State Insurance Pool He has also been a contributor to TRB

Mr. Van Houtan is able to provide all levels of training in such areas as: Bus Inspections etc.
